[C3C] Adding Citizens

I have searched this forum using all of the ways I know how and couldn't find anything relating to adding Citizens to a mod. I was wondering if there was a way to do it. I wanted to make it so my mod had 5 Citizens to start with and then add 5 more per Era, for a total of 25.

On a side note, I want to thank Ozymandias for telling me I posted this in the wrong location, the first time.

Do you mean the starting number of citizens in a pre-placed city, or were you thinking of city specialists (tax collectors, entertainers and similar)? A tutorial for the latter is found here.
