Adding new civs to the "Empire of the Smoky Skies" scenario.

Hi there!

Since I like this scenario so much, I'm trying to make it more interesting by adding new civs. The new buildings and bonuses can wait, and I think I know what to do, but I'd like someone to point at the right direction, so that I don't forget about anything.

I've changed some parts, mainly cosmetics, of the scenario, like leader names (too bland. Ramesses or Elizabeth work well in the main game because we know them; Clinton Alderice or Ignace Curnow, they are unknown to me, so I change them into something that encompasses a bit better their character, like "the Prince-Regent", "the Guildmaster", etc) and city names (so that they don't show real city names, but rather things reminiscent of our world, but different. Vedria spawns Laurentia; Pulias has Prosperity and Victoria; Eruch has Himmelstadt...), but now I'd like to add three or four more civilizations, modelled after the Netherlands or the Americans (the Exiled Parliament led by the Minister-Provost), the Huns or the Mongols (the Cossack Hetmanate, ruled by the Meta-Hetman), the Chinese (the Commune of Lutece ruled by the First Consul) and the Byzantines (the Jesuite Patriarchate led by the Patriarch-General). Their bonuses and the likes will come later.

Also, to add religion to the scenario again. An additional religion called "Secularism" is in my plans too, or just a renaming of Sikhism into secularism and Buddhism into Masonic, because no XIXth Century steampunk is complete without freemasons, cults and dangerous anarchists; but first things first...

Well, that's not proving to be easy, it seems, but I'll try.

I have a question, though. I edited some of the .dds files for the leaders' portraits, but the game doesn't show the changes. I had read that the game picked the dds files even if uncompressed, but it might not be so after all. Do I have to pack them then so that the game can see them? If so, then how do I edit the image (instead of just adding another one)?
