Tweak: Adding Unique Improvements to the Minor/Non-playable Civs

As per the title, I was thinking of tweaking the Non-playable/Scenario only Civs; like Austria; by giving them the unique improvement of another civ; in Austria's case it would be the German Thermalbad (Hotsprings Park).
After leafing through the files though I can't seem to find just where I would set this up however; not Derivative_CIV4CivilizationInfos, not CIV4ImprovementInfos, nothing. What files do I need to edit?

On an unrelated note, how do I fix the Greek Civilopedia entry to properly show that it has 4 unique units; the Byzantine Varangians and some other I can't recall; instead of 2?

Flavour workers of civs have the builds for unique improvements in their XML.

It has two. The other two are simply visual versions of regular units with promos from the NUs that upgrade to them. But if you want to, it's the bUniqueUnit tag in XML.
