Adopt policy inconsistency

Im in the same boat here and im wondering how I go about skipping this adopt policy... ive won a cultural victory and I want to bank all my culture and dominate the rest of the map but im stuck.

Im up for anything that helps me resolve this issue ASAP the console some ppl have mentioned or mods or whatever anything ive put tooo much time into this game to not be allowed to play any longer im only at 1860 AD

Any help would be appreciated.. This is an Awesome Forum BTW

If you start a new game, you can go into the options menu and change it so you don't have to instantly spend policies. Unfortunately, I don't know if there's anything that can be done for your current game. Granted, when I win, I tend to stop playing these days and start again.

Well, If you just won a cultural victory, that means you have 5 trees, and you can still fill out 2 more before you start having to have Anarchy periods. (and then you can fill out 3 more with Anarchy every time you switch back)
...it should take a while... the 42nd policy (7th tree) costs 2x the 30th policy (5th tree)

So if you want to slow your culture in the meantime
1. Start annexing your puppets as fast as happiness allows
2. sell off cultural buildings (besides Temple+Monument+Monastery for happiness)
3. Unless you are Korea change any Landmark improvements into something else

Plus the maintenance from the cultural buildings in your 1-2 cities. Sounds possible. Maybe I'll try it.

If it works, it'll make a fine entry on Unwinnable By Insanity on TV Tropes.
