I don't see anything in the manual that explains the difference between...

Legendary Start (I'm guessing you start off with some incredible stuff?)
Strategic Balance - No clue what that means...

I am currently trying sparse as I like having to fight over very select resources so hopefully it pans out ok on King.

Anyone know what the other two actually do?
 
I haven't tried them, but I know what they do.

Legendary Start does what you guessed, you start in an awesome place.
Strategic Balance distributes strategic resources so that all civs have equal access to them.
 
The regular map generation script randomly picks a set of rules for each strategic resource.
It either makes it abundant for everyone, exceedingly rare (only a few on the whole map), highly localized (nearby civs have a monopoly), only available through city states.
This means that it one game, you may not be able to get any oil at all. In another you may have tons of oil and no horses. It's another random element to adapt to and can really dictate the pace of your military games (with no horses, you have to play more defensively in the classical/medieval era).
I think Strategic Balance just means that all of the strategic resources are somewhat available to everybody. You aren't going to find yourself in a situation where the only uranium on the map is on the other side of the planet deep in enemy territory.
