Advanced Start on BTS 3.19

I'd been running on an early patch (3.03 I think) for a very long time, and when I updated recently I found that I couldn't use Advanced Start with the 'Earth' custom scenario. I could click it but the amount of points to assign is greyed out. If I reinstall and don't patch to the latest, then the option works.

Do the newer versions remove the option to use Advanced Start with certain types of games?
