AI air power?

I don't know if I understand AA correctly... is it a problem of which strength value is used to calculate the caused damage?
When a unit without AA is attacked by a plane, it uses its regular strength to defend. The attacking plane is not damaged and the damage of the defending unit is calculated based on its regular strength.
When a unit with AA is attacked by a plane, it uses its AA strength to defend. The attacking plane is damaged based on the AA strength and the defending unit's damage is calculated based on its AA strength, too.
The GDR seems to be the only unit whose regular strength is higher than its AA strength, so the regular damage calculation rules are to its disadvantage.

You have got it 99% right. A Biplane has a difference.
All units used to be different and I pointed out this issue ages ago, then suddenly fighters had the same attack and defence strength and then units started geting higher AA.
Looks like they have just forgot about GDR. Like they forgot about Navy before the patch
Damn shoddy stuff, I do not blame the developers, I blame playtesters
