1. Ai does not build crime fighting builds such as executioner huts or sentry posts. Even when it has 1000 crime in city.
2. When Ai decide to fight crime by the means of enforces it will build huge amount of them in one city ( 24 in my case ) dropping crime to -1000 and those enforces will sit there while next city 3 title away have 1000 crime.

I updated SVN again i see yesterday had been some changes relating crime, i will see how it change things.
