This is probably a well-known AI peculiarity, but I've been noting how the AI cheats with the movement rate of nuclear weapons.
In my new 'WW3' scenario that I'm testing, the Europeans have 2 medium range IRBMs (move rate 10) at the start onboard a Polaris sub just off Greenland. During one test, on turn 2, the Europeans went to war with the Arab League (over Istanbul) and immediately nuked Baghdad (the Arab capital) - which is far too far away for anyone to have moved the IRBMs legally
They didn't even rush-build a nuke either, in a closer city like Rome or Milan....
I guess there's no way around this !
