AI - cheating with unit Ranged attacks from cities?

I noticed something very odd the last time I invaded an AI civ. The city I was attacking already had a garisonned crossbowman and finished another crossbowman when its turn came. However, instead of being forced to move the 2nd crossbowman the AI attacked with BOTH crossbowmen from the city, with the 2nd crossbowman getting "kicked out" of the city to an adjacent tile when the AI's turn ended. The AI didn't need to move the 2nd crossbowman before it fired (and it would have entered ZOC too). This appears to be blatant cheating since the player cannot do this manuever.

Even if a human player wound up with 2 Chu-Ko-Nu on the same tile (which actually can move after one attack), the game would force him/her to "move stacked unit" before firing.
 
I have a feeling that this is a legitimate part of the game mechanics, but not sufficiently sure to advise. Hopefully Browd or one of the other experts will be able to clarify.
 
Ive done the same to the computer . I think you get 1 turn to do so and then have to move out . It only works in a city .
Try it yourself .
The computer has no desire to win so it wont try and cheat you for the pleasure of victory .
 
Working as intendet and the human player can do it too. You should note however that the 2nd ranged unit will get kicked out after the turn finishes. Like already noted, this is only possible in cities when a new ranged unit is built and another one is already present.
 
Well shoot, this would have been handy to know earlier to help beat those early-game rushes.
 
Only works for ranged units. If a melee finishes and is stacked, it cannot attack until it moves out of the city.
 
I hate, when besieging a coastal city (with a cannon and galleass), AI pops up another cannon. If he managed to pick tradition, you can say Goodbye to your units, unless you use citadelle to kill the garisoned units.

I hate garisoned galleass!! they are powerful in defense!

Yes, that's legal part of the game. You can attack with second unit that just build, but after that you're either forced to move it to another title, or it's kicked out.

Altho, I think this does apply only to ranged units, not a melee. I am also not sure if the same thing applies for siege units.
