AI Colony razes it's own cities?

1990 Roosevelt (AI) grants independance to American Colony headed by G. Washington. 1992 finds Washington with no cities and not available to open borders or trade. Upon inspecting the colony, ALL of the colonies cities have been razed, some of them well along the way to developement. What happened? Why does AI raze it's own cities? No War occured during this time.
Save games are available.
Is this a bug?
 
Save Game coming up soon. It is on my other machine and I have to get a chance to log in and upload it from there.
In the meantime here is what I've discovered and y"al can probably duplicate the condition.

It seems that whenever an AI colony is spawned or an AI captures a city, the city shows up as a "ruins" for a few turns and then suddenly reappears as the city it was before the colony spawn or capture by AI. I haven't been in a position to test whether or not I can "settle" or "capture" the ruins during this time but I suppose one could find out easily enough using world builder.

The one detrimental thing that I noticed was that as a result of the colony spawn and the AI city showing as ruins that other city cultures immediately take over resource squares and hold on to them for several turns after the city ruins show up again as cities (as they were before.)

I will post the save game but I believe that anyoe can duplicate the condition as I've described above.
 
Please post them. If you have a series of saves showing various numbers of cities, then that would be useful.

Okay, here are the save games.
Run the first one and go to the colonies in the extreme southwest bottom on the map. Watch the squares where incense shows up in a vertical line. Hannibal owns only one of the incencse resources and the others are controlled by Roosevelt (American colony will be spawned to Washington on the next turn.)
As the Colony is spawned, the American cities change to RUINS and Hannibal has access to all three incense resources.
After several turns, the American (Washington) Colony re-establishes and the RUINS are replaced by CITIES.
It takes several more turns before the incense resources revert back to the American Colony.
