AI does not upgrade units? Build in two different spaceport problem

I have finished my first game (difficuty: prince, speed game: normal). Id ton't know if it depends on diccifulty, but I thinkk that AI doesn't upgrade units and in later stages I had helicopters and AI had spearmen, catapults etc... Maybe on higher level AI upgrade units but it was still stupid.

I had spaceports in two different cities. The game says that i could build two different projects, but I couldn't. I could only build one in one city. I have discovered all technologies but still I could only build one thing in one spaceport.

I've seen the same in my games, on Inmortal and Diety. Really awkward, not a bug, but seriously needs to be adjusted.

About spaceports - you can't build step 2 project until step 1 project is finished and can't build step 3 projects until step 2 project is finished. But you can divide step 3 projects between several spaceports. (so no use of 2nd spaceport until you finish "Launch Moon Landing")

What everyone else has said. You can't land on the moon without knowing how to launch satellites first. Likewise you can't land on mars without knowing how to land on the moon first. Which means you can only build the 3 mars projects concurrently. You need to plan accordingly!
