AI doesn't accept my gpt. Why?

I am just playing Monarch with Ottomans and have some techs for trade (Engeneering, Monotheism, etc.). The problem is that AI is at the beginning of ME relatively poor, so I wanted to sell them tech for gpt. But they doesn't accept such proposals. Zulus will buy Mono form me for 173 gold (all they have) but they won't give me 1gpt instead of this.
What should I do to make such trades acceptable? I must say when I have played Regent AI accepted gpt only since Industrial times - not earlier :(.
 
Probably because they are cash strapped. That's all the cash they have. The AI doesn't start to generate cash until late Middle Ages and on Monarch I believe they have less cash IIRC.

On the other hand, If you can see they have plenty of gold in the trade screen and they are not willing to pay you gpt is that your reputation is flawed. You can check this by asking of them a loan of 1 gold in exchange of 5 gpt. If they refuse, your rep has ahit.
 
My reputation is OK, I have started no war till now. The more probably is they don't have enough gold.
 
The treasury is irrelevant to the AI's ability to offer gpt. It depends entirely on whether or not they have a positive income. In the early game the AI will be spending all of their income on research, so they will have none to trade. It is only later on in the game that the AI will have a positive income (as you are seeing in the industrial age in your regent game).

Very true. Yes, that's what I was trying to say. I meant to say that normally it's a good sign If they have a healthy treasury because that will mean they are making a positive income. But it's only a hint.

As you very well point out, they can have 20.000 gold and be spending it all in science beakers and not making a positive income. ;)
