AI ignores Cliffs

Not really sure why cliffs were introduced. Doesn't really add much to the game IMHO.
But they are here, and should work.
AI units, with no promotions, are able to attack and capture a city sitting on cliffs.
This includes Galleons!?!
To add insult to injury, I cannot return the attack. My units have to run to the East and enter the water further long the coast.
 
Cliffs deal with the Appeal mechanic. They also might be a balance consideration since in Civ VI, every land unit gets to embark pretty early on int he game.

I believe cities negate the terrain features of the tile they are on. For example, it only takes a single movement point to attack a city that is on a hill and across a river. So it seems consistent that cliffs wouldn't restrict unit attacks into a city either.

For the player, cliffs block egress from the water, and presumably attack unless you have the "Commando" promotion.
Plus, as I said, I can't even directly return the attack, my units have to run to where there are no cliffs.
 
I played as the Vikings. I attacked cities on cliffs.
