AI Immune to Mechanics?

I haven't been playing Civ 5 for very long, and am not really a hardcore CivFanatic like some of the good folks on these forums. Clearly, most of you don't have issues with winning; while, I, on the otherhand...

Playing Prince - Marathon - Huge Map - Arabians


I've been steadily conqueroring my enemies at an annoying slow, but progressive pace. What I cannot understand is how the AI is not subject to the same rules I am.

EXAMPLE

Ottamans: 0g -146gpt

Maintains ally status with two city states
Continually pumps out new units to fight me.
Continually pumps out new settlers to annoy me.
Has a naval fleet of at least 20 ships, not including work boats.
Is able to stack several units in any one city at a time.
EDIT: Also, somehow manages to hang on to the ability to out research me with most of his cities gone.



As as I know, 0g -146gpt means you cannot pump out new units, they become rebels.
He's lost his capital.
Plus, with such a huge negative GPT, shouldn't the AI's units be disbanding?... Like mine did in that situation.

Killed 2 Ironclads, a destroyer, a GG, and a Fighter Plane in one city tile.

Can anyone enlighten me...
 
Overall this seems extraordinary (I play on King level and I find the AIs a little less prolific than this) only one thing I can comment on readily:

You can stack as many air units as you want with other units. The GG is civilian and can be stacked with mil units, though not with other civs. Now the thing is that I thought you could not stack naval units in a city, but now I'm not sure (I tend to keep naval units out on, at the very least, picket duty, never put them into a city). Anyway, that might explain this...
 
Most i've ever done is two naval units in a city but that had to happen is that one ship already sleeping in a city and that city just recently built a naval city = 2 on same tile.

But, I'm not allowed to bombard with my ships coz i have two of them on same tile, one of them has to move out. xD

Yeah, I cannot even end turn with stacked units. The game forces me to "move stacked units" before I can move on. The AI on the otherhand can bombard with the stacked units I listed previously. I had to keep rotating my infantry out to keep them alive while I used artillery to take out the city.

This has happened to me several times.

Plus, after creating this thread, I went back to playing and had a new "AI" experience.


India used a Guided Missile to sink my Destroyer in the middle of the ocean with no other units even remotely close to my position.

If the AI can't see me, then how did it target me?

And what is the range of Guided Missiles? I haven't gotten them yet, but I have Nukes with Range of 10, and a city with a nuke stationed in it on the same Hex line-of-sight as the enemy city that bombed me, and I know for a fact my Destroyer was farther out than Range 10 because India has nukes also.

Am I just finding myself on the occasional rare game where the AI is cracked out, or did the last patch put the AI in cheat mode?
