In my last game as the Zulu, I had arisen as the major superpower on my continent. I was well ahead of everyone else due to Cop's Obs, Newt's Uni, lots of universities, lots of money etc etc. I decided I wanted to be the undisputed king and started massing Main Battle Tanks and Infantry on Japan's borders. Just as I was about to be ready, the resource-deprived morons declared on me! I crippled them with my MBT's and Infs, but I was wondering if the AI is capable of recognizing large stacks of troops on their borders as a threat, and therefore beat the human to the punch in declaring war.

I do not know the inner workings of the AI, but I do not think that they assess how much military that you have on their border. I know the AI will measure you total military might versus their total military might, and makes a decision on whether or not to attack.

I think the AI came after you for one of several reasons: They desperately need a resource, the setting of AI aggression, or you just peeved them off & they want to take swing at you.

Good luck with your game.

The AI can do suicidal things at any time. I had one game where the Greeks had a tiny civilization on my southern border that I had not bothered taking since the land was almost all jungle and had no resources. They had only about 6 cites where I had conquered the northern part of the land mass and probably had around 40 cites. I needed to get to the other side of them to get to my next victim so I traded them a spare source of iron for right of passage. I quicky swarmed workers in and made railroads accross them in a couple of different spots and started attacking to the south with tanks and infantry. After only about a dozen turns the declare war on me out of the blue. Real smart guys these greeks, I had probably 100 or so tanks near their cities that were defended by pikeman(the few they have built since I traded the iron) and spearmen. It took me two turns to eliminate them from the planet. I guess they were just tired of playing.

They dont i had one line of mech and another line of Armour along all my borders and no AI cared

Yeah, I had a war like that once. I was the Egyptains, and after three successive wars with me and a war with Rome, China had been reduced to three cities. Out of the blue they demanded something from me. I'm like "whatever, they're pathetic" and so I told them to shove it and they declared. I took all of their cities in one turn thanks to a large cavalry army and a good railroad system. But they apparently had a settler or two somewhere, so they weren't dead. So, during the next interturn, China declares war on Babylon, Zululand, Japan, and Greece before Japan finished them off.

Just goes to show that computers can get tired of playing too. Guess they just decided to go out with a bang.

Yeah, but when you cut them down to a 1CC and they declare on you later when you have about 100 cities is just stupid. Sometimes I don't attack them, I just let their pathetic swords/spears/archers/longbows come into my territory to be bombarded and later used as fodder for leader fishing.
