AI Life after Death

Some strange things are happening in my current game. (Vanilla CivIII v.1.29 nine civs, huge panagea, diety, All victory conditions on).
I am used to destroying an AI's last city only to discover that they have a settler hidden away. On huge maps they can be very difficult to find especially if they are on a ship. Actually in this game this has already happened; the English have a settler on a ship which has been sailing around for a lot of turns without settling. Very strange. (by the way I wonder where do the AI get the unit support gold from when they do not have a city? Out of thin air I guess).

Anyway this is the really odd thing. Was about to take out the Indians last city so checked F3 and they do not have a Settler. Checked espionage screen and New Hyberdad is definitely their only remaining city. They do have lots of armour; cavalry; etc spread around the world.
Destroy city and I get no message celebrating my destruction of the Indians. Check F4 and Gandi is still there. Check espionage No Indians on the menu! Whats going on. Look at map and there is a new Indian city (Bombay) a long way from their last city but all the armour etc has disapeared just as if they had been defeated.
I destroy this new Bombay; it has about 10 riflemen and 3 longbows. Indians finally disapear.
So the Indians built a city without a Settler and in the middle of my turn. Has any one else had this happen?
I guess this is another AI cheat but I have never come across it before.
 
Did you have "Respawn AI Players" game rule selected?
If so, then the AI will get a settler after the civ is defeated.
 
Ah silly me, must have it on. So thats what it does. Been playing this game for a couple of months (this particular game, not Civ) so cannot remember what I checked. Strange I have never seen it work before. Perhaps I usually have re-spawn off.

I could be wrong but I think if you have respawn on but all land tiles that could be used for starting a city are already within cultural boundaries, then any civs you destroy stay gone. At least that is what appears to happen...

Ever moved your settler in turn one and then lost it or the worker (scout)?;)

So I guess upkeep is not payed w/o a city (assuming no respawn).
The situation *may* be a different if that civ runs a deficit due to ongoing gpt deals.:hmm: Would the settler (or another left-over unit) then disappear?

FWIW, I know that 'nomad' civs (settler in boat or else) can pay gpt! :eek:
(obviously because they still receive gpt from another civ)
