AI not affected by Social Policy restrictions?

This might be a well known fact but I just noticed in my current game that Napoleon has both Piety AND Rationalism. Is that a bug or is it meant to be like that? I don't mind the AI getting other kind of bonuses on higher difficulties but I really think we should be competing within the same restrictions. Not that I would want both policies anyway but still.
 
I've seen this before, and it's a really silly AI shortcoming. I assume that only one of the branches is active, however, just as you the human player would experience if you tried the same thing.

It's not actually a restriction in the sense of being unable to have both. It's just that one will be inactive. This is the same for you and the AI.
