AI planes not healing, never moving.

In my last game I thought I'd have a serious air war happening but the enemy planes just stopped even though there were six of them, and they weren't even intercepting. I looked at them each turn and they were all damaged but none of them ever healed and none moved or did any missions.

Someone else must have noticed this. I can't be the only one. I think this is why modern era wars are never as interesting as I'd think they would be.
