Just curious, does the AI cheat on higher difficulty levels? I know in Civilization 1 they cheated like hell, but I'm wondering are they playing fair and square in Civ 3, or are they cheating somehow? Like getting scientific breakthroughs or getting units without building them. Also, is the human player handicapped in any way?
 
Go into the editor, check out the Difficulties tab. All the AI 'cheats' are there: cheaper techs, and builds; more starting units.

Depends on what you mean by cheating. The AI cheats on all levels as far as I know.

Examples of what I call cheating:

1) You are on a continent with a choke point in the middle of your empire nowhere near the AI borders with an AI on either side. AI to the west declares war on AI to the east and decides to walk through your territory to get there. If you use units to block the chokepoint the AI to the west automatically knows this and retreats units from your territory even though he cannot see that you have blocked the way.

2) When attacking the AI will often bypass my well defended border cities in an attempt to take my undefended core cities. Of course this never works since I know they are going to do this, so I only leave cities they cannot reach undefended, the I use cannons or artillery to redline their unts. I am fairly certain I have seen this well before espionage was learned.

In terms of the combat results - I do not think there is cheating in that area.
