AI Serves Up Vicory On A Platter

I just got my first Diplo victory (and first Emperor win) as Greece. It was basically a desperation move, since I was stranded on a remote landmass and lagged pretty far behind in technology. I'm a little baffled by the AI, because it seems like it helped me out unnecessarily. Because of the technology gap, I don't think I would have had enough time to get to Globalism & build the UN. Yet, Caeser ended up building it for me, and I won because I had allied with all the city states. I noticed that midway through the game, after Caesar denounced me, that our relations were hurt because he believed I was trying to win the same way he was. If that was the case, then why build the UN, when it was clear I already had the most votes,and probably couldn't build it myself? Also, why didn't anyone attack any of my city states, to take the votes away from me? There were four on the mainland that I never would have been able to protect, had someone wanted to eliminate them. I'm just curious why the AI would take this course of action that helped me out so much.

I'm including my last save to illustrate. It's well before the time I won, but it gives you an idea of the set up.
 
whats even worse is when the civ that builds the UN sits on 15k gold and doesnt buy the city-states from you when he has the chances
 
i would say that your case is a bit special, most of my Emperor and Immortal games ended up in either dominating CS or buying their friendship and usually its me sitting as the underdog. But the main point here is that the AI is pretty stupidly straight in its calculation, once it goes in one way, it wont go astray, for example in your case, Caesar tried to win by diplomacy method so he built the UN n paid no attention to whom had the upper hand.
 
I didn't even think of that. I never looked to see how much money Caesar had, but I'm sure he could have at least afforded one CS.
 
15 000 gold is good enough for all CS

Pretty much. The way I interpret the change logs is that the AI will have more freedom to deviate when the preset win conditions it wanted isn't possible...

Right now the problem is that if none of the surviving AI want a diplo victory, they won't really fight for control over the CS allies and if they are programmed for Science/Conquest victories, it will end up with the tech for the UN at some point, and it's programmed to build the thing even if it doesn't really want the victory since there is a benefit to being the one who builds it.

However they also split the tech tree for getting UN and made it longer to get there... So I wouldn't expect as much help from the AIs to get it earlier unless they plan on beating you with it.
