AI starting units

I got this when rolling for another Sid start, and I realised that the Zulu only have a scout, a worker, and a settler. Don't Sid AIs start with three settlers, five workers, and a lot of military?
 
One question then. What if the Aztecs started two tiles from another civ? Do the Aztecs get Jags when they found? Why shouldn't the AI be smart enough to do that? :lol:

This was a very interesting start point. I thought that civs couldn't be so close. :ack:
