AI unit generation

I am currently in a game in which I have just one opponent left (who is about 1/3 my size). I have a fortified city of his, which he is attacking continuously with riflemen. It appears that the AI is losing 6-8 units per turn and is out of money. How can it continue to generate this many units every turn?
 
Maybe a.i. use draft citizen, it give conscript defender. This reduce city size and create unhappiness. So sooner or later, this a.i. will crippled.
 
Can you spy on him? Then you can see if he maybe had a stack of units somewhere he is moving against you atm. Anyways, it will soon cease! :D
 
IMO 6-8 units per turn is not all that many, especially if your enemy has over 30 cities. If the AI has that many cities it could be just its production for that turn. If you have a sizable army near you may want to advance & try to reduce his stacks before they move to the captured city. After this reduce, then capture its cities one by one, until you are alone in the world! :D
 
It cannot be conscripts, his city size remains constant. He only has five cities left, no money and this has been going on for over twenty turns. So, unless he had an *enormous* pool of units to start with, I am still puzzled about where they are all coming from
