Is it intented that the unit upgrades seem to always be rough terrain for vanguards+skirmisher and open terrain for cavalry? I have not paid attention to Tanks and Modern Armor as i haven't played that far recently.
I'm not sure this is a bug or too hard to do (and consequently a wish) ...
