AI won't allow Permanent Alliances!

I started up a Scenario (earth18civs) and later on in the game, once I researched Facism, I attempted a PA. I wasn't allowed though? How come? Is there a problem there? I was wondering especially since one of my "friends" keeps telling me not to trade with their worst enemy, even though I wasn't... :(

So, is it just that I can't create a PA because of some rule I'm missing, is the game broken, or are Scenarios off limits for PA's?

To sign a permanent alliance, you first have to have a defensive pact signed. After you sign a defensive pact, the option of PA should appear in the trading window (however, it still can be red/unavailable on the AI side).

PA's have to be enabled in the game options before the game starts. Not sure how it works in scenario's, though. If you don't see the PA option in the "Custom Scenario" screen, then it probably isn't allowed by that scenario author.

Trading isn't limited to just tech and resource trades. Open border treaties and giving in to demands are also considered trading.

No; they (the others in the defensive pact) even have Fascism to boot. I know, I gave it to them... Heh. So I'm simply at a loss as to why it's not showing up. Again, it's a scenario, does this matter? Most Custom Games I play I have PA's enabled, but I noticed I didn't really have an option to toggle various gameplay options, apart from Speed and DIfficulty (unlike custom in which you can manage a whole selection of various gameplay mechanics).

Again, I posted this here because I also felt that the Egyptian leader telling me to stop trading with the Chinese emperor was buggy (?) and am also thinking that it may be a corrupted save or something.

I'm a bit pissed at my game though, because I had spent so long trying to win through a simpe PA pact, and now find 350 years in the future that maybe I should have just gone for a military conquest (which I was also in a good position to win, or at least make massive land-grabs). Anyway, thanks for the correspondence, I'm sure you're having loads of fun! ;)

Aha. That's probably the solution right there. ;) I had no Open Borders, but I do think I gave him something as Tribute, again though, that was AGES ago. I haven't had to fear China for quite a while! ;) Seems funny that they would remember for so long...
