I think that maybe some humans always give tribute to the gods, and, in turn, the gods protect the humans?

In Civ terms, that would be an alliance - I suppose. The gods' attitude would have to be set a fairly low rating, to keep them demanding tribute in exchange for continuing the alliance.

Here is a rough cut of a possible scenario. The civilizations are as follows:

Xorbog(Sioux God)

Aztec
The Aztec have no god, which will make it interesting to be them. As stated, this scenario is still in its early stages. Please check it out and post your comments.
P.S. This is only a save of the Norse start.

Sorry, I've been offline for a while.
I think you simply give the .txt file (if you mean an introductory text for the scenario) the same name as the .scn file, then compress them together in the same archive. Zip files can contain the game itself, plus any customized rules, graphics and text you design for it. Better to attach them all in one package.

OK, here's what me thinks:
Have you considered two alien races attaking Earth? (may sound a bit surealistic, but hey
) Make them fundamentaly different (one strictly organic - Zerg like and one strictly technological). I think they should land in Antarctica or Siberia.

Kinda like 2 gangs of armed robbers targetting the same casino or bank on the same night?
Perhaps your 2 invading races would join forces, or - being so fundamentally different - never reach any agreement. Civ2 AIs certainly wouldn't be smart enough to maintain an alliance against a common foe.

A slight digression: rather than an invasion by advanced extraterrestrials, why not a supernatural invasion from some demonic realm? Imagine Earth's air forces taking on flying demons or dragons, and armies fighting hordes of djinn or hellspawn?

Test Screening
This is an Idea I came up with for something else, but it could be applied here as well.
If you're using Test of Time you can use a two-layer map with the first being the Earth, and the second being an "orbital" layer (like in the Sci-Fi game) Ine the orbital layer you could then add "motherships" as continents, covered with a number of cities. Then you give the aliens Landing craft that can move between maps on their own, and equip any missles you give them with the same ability. This way, the alien's initial invasion could proceed differently each time you play. The humans could finaly defeat the aliens once they manage to discover/capture some kind of space-fighter (like in Independance Day) and attack the station directly.

5-Pro-alien humans(still killed by 1)
