All Civs play OCC?

Hi, I'm completely new to modding and not sure if what I'm asking is trivially easy or impossible, or if it's been done a thousand times before (though my searches turned up nothing).

I enjoy playing OCC games, and I'd like to try a game where all Civs, not just the human player, play OCC. Anyone know how I might go about accomplishing this?

Set Settler cost to -1 (faith cost as well), and remove the free settler you get from the liberty policy and that will basically make it impossible to obtain settlers, except the settler you start with.

Also, set MaxPlayerInstances to 1, so that on Deity AI doesn't start with two settlers. Also Delete the Settler goody hut.

As for making cities auto raze, you can probably do it with Lua
