All the leaders on a map...?

How do I get the other leaders to be available on a map? I downloaded and installed the 18 civ world map, but not all the leaders are there. For example, with the Americans, only Roosevelt is listed, but what if I want to choose Washington?

I really want to be able to choose all the starting leaders on this map.

You can't do that because only 18 civs can be on one map at one time.

No I think he means that there is only one leader available, even when in vanilla there are two?

Yes, there is only one leader to choose from each civ...

I want to know if there is a way to have both Washington and Roosevelt as a choice when you are starting up, like in vanilla. I know how to open the file for the map to see the lists of civs, and see they are numbered 0-17. I just want to know what to do to add in the missing leaders (no more actual civs though).
