Well, I haven't downloaded the 1.20 patch (and probably won't), but I'm assuming it allows you to toggle the use of Scientific Leaders. If your confusion is about what Scientific Leaders are... well... eek, does anyone read the instruction manual anymore.

Scientific Leaders can pop up in your capital if you are the first civ to discover a particular tech. They can be used to either temporarily increase the scientific output of a city -or- to rush a Great Wonder.
