Allowing specific abilities

I thought some races had them, like having a scout at the very start of the game.

The scout can be used by the Americans, Zulu, Russians, etc. because they have the expansionist trait.

I thought you were talking about cultural groups in your first post, which have no specific abilities.

there are 8 Civ traits and each has a different effect.
 
Forgive me for being dense but...
Should those races actually start with a settler, worker and a scout?

As CELTICEMPIRE says, expansionist civs start with a scout. They can also build scouts once at least one city has been founded. Non-expansionist civs do not start with scouts and cannot build them. The other civ traits function automatically.

I think it has now dawned on me that my game is not patched at all
now for a new thing, which patch and how to do it please?
 
In Vanilla and PTW, when you set up the game there is an option that needs to be checked. It is called "Allow Civ specific abilities" or thereabouts. You can find it on the screen where you select your own civ and your opponents, alongside all those other options like (dis-)allowing the various victory conditions.

But that does not have anything to do with patches. You should patch your game nevertheless though:

The game can be modded to allow huge amounts of civ specific stuff. The mods in my signature are just a few of many examples of this.
