When the Altar is built, all of the units built in that civilization receive the blessed promotion instead of just those built in the city of the Altar. Is this something that will be fixed in a later patch?

Thats intentional.

Thats intended actually. I don´t know why, but Kael explained a while back why it says that only the city gains it.

Its the auto-documentation. Its documenting what it knows of, but it isnt aware of the empire wide benifit.
