Always starting next to the same civ all the time

Mabye it has something to do with my mod or something. I can tell you who i always start next to every time i play.I removed two of the City improvements in the editor, do you think that would effect anything? Also the culture start loc is not checked so i should not be starting with all the same civs all the time.
