Always War/Peace in config.ini

I've read in a few threads (e.g., http://forums.civfanatics.com/showthread.php?t=408583) about the Always War/Peace option being available in config.ini. First of all does it work? Seeing as how it's not available in the in-game UI I thought maybe setting it in config.ini doesn't actually have any effect.

Secondly, if it does work, how would I go about applying it to a custom game? I'm using a true starting location mod called Yet Another Earth Maps Pack and I don't think the config.ini settings would take effect in a custom game.

Hehe, how about I just try it myself? Turns out those settings apply to custom/mod games as well. So I can confirm the always war/peace settings work.
