Am I missing something? Why can't I capture this settler?

I'm using a boat, but when I move over the settler, I just get the attack prompt and then the boat attacks the settler which instantly vanishes, like when you attack an enemey civillian like a supply convoyair balloon/etc. It doesn't show up elsewhere.

I'm on Switch so no mods.

You can see the boat and settler to the left on the screenshot.

A disembarked settler cannot be captured with a naval unit. Don't know if it can be captured with a disembarked military unit though.

No, it can't, which lead to some fun and games when I tried to capture a settler near a lake. Wouod have been quicker to build my own.

I've captured disembarked civillians plenty of times on PC. You couldn't do it in civ 5 but you can in 6.

Someone suggested that it may be becuase I don't have the disembarking tech yet, I think that may be it

I tried these cases out with firetuner and both of you are right:
  • Attacking disembarked settlers with a naval unit prior to discovering shipbuilding leads to destroying the settler.
  • Attacking disembarked settlers with a naval unit after to discovering shipbuilding leads to capturing the settler.
  • Disembarked military unit cannot attack a disembarked settler.
