Amanitore bug?

So i was recently playing as Gilgamesh going to a space race win after conquering my continent killing Arabia and India off.

But in my trade relationship I noticed I am getting a -8 to our relationship "Amanitore is unhappy you are lagging behind on building districts" WTH.

I have like 4x as many districts as Amanitore does, if not more given this civ has hmm 4 cities. My civ has far and away the most districts of anyone. In fact it has more than the whole of the other continent combined. Which has four civs on it.

So what gives?
 
I believe it's counted per city. Were you also ahead when you divided number of districts built by number of cities?
 
Just guessing but maybe she looks at the number of different districts?
 
I win on both average per city and on total number of districts.

Check the other civs. From looking at the code, it looks like you have to be in the top X% out of all civs
 
Ok other civs, It's really not very clear what you actually need to be looking at here with the wording. I have 80 districts, is it amount, amount per city, amount per population, the variety of districts, how you rank vs other Civs, how you rank vs just Amanitore? What categories vs the other civs is this ranked on? Average, Variety, outright numbers?

I think Amanitore wants you to have the max available number of districts in your cities. For example, in a 10 pop city you can build 4 districts, and Amanitore will be upset if you built less than that.

I have no idea what the real threshold is though. Don't know if only your stats are taken into account or if it's relative to other civs too.
 
what if also type of district matters? if you only build commercial, science, industrial and cultural, but never holy sites or fun parks, may that be the issue?

That would be a nice agenda for another leader!
 
Yeah most of my districts are the campus and industrial site. Space race so need these the most.

With a smattering of holy sites(only from conquered cities), theatre areas(I build these to remove the annoying archaeological ruins) and commercial hubs(bit of money always helps in cities that dont have good terrain for industrial sites). Added to the necessary districts like Aqueduct, Entertainment and housing.
 
I have anecdotal evidence from my previous game that she's still happy with 1 district below limit. (i.e. 4 districts at pop 13).

Looking at that code, I would assume it works like this:

Your district threshold is the total number of specialty districts you can currently build in your empire, based on your current population levels in each city.

If the amount of specialty districts your empire has is above 80% of your district threshold, then Amanitore's positive modifier will activate. If the amount of specialty districts in your empire is below 60% of your district threshold, her negative modifier will activate. If the amount of specialty districts is between 60% and 80%, then her agenda will not activate in either direction.

So let's says you have enough population in your empire to build a total of 20 specialty districts. If you have 17 or more specialty districts, Amanitore will like you. If you have 11 or fewer specialty districts, she will dislike you. If you have between 12 to 16 specialty districts, then she won't care.

That sounds entirely plausible.

I just want to throw in that the possibility of a bug is never far away. Like when they hate you for not earning gold, yet you have +100 GPT, or when they hate you for being behind in science, when you are actually ahead of them.
 
I'm getting Vicky's negative even though she has a city on every continent I do.
