Take it as a compliment. What Firaxis promised is far beyond anything I was expecting them to do. From what is being reported, there are no half-measures either; it promises to be a scenarists paradise. My only problem is the constancy and stability of the programming interfaces; so, they should guarantee it. No one serious will invest their time with interfaces, etc. that may change from one Civ4 update to the next. Furthermore, I maintain that Civ4 has a good potential to develop a vertical market.
If you can devise and construct intricate scenarios, you can learn to program. Granted, C++ (ptui!) is a dirty, filthy programming language, but python aint, and there is no reason one cant learn it in a thrice. And, Im almost certain there is software out there thatll take python code or java code or whatnot and translate it to C++ (ptui!).
Everyone sane should learn to program a computer.
