An idea I had for an (Indian?) UU

This is an idea that just popped up in my mind a few days ago, don't know what direction to take it with.

Unique Unit:Winged Chariot
The ? unique Chariot Archer. Unlike the Chariot Archer which it replaces, the Winged Chariot is an air unit. Can be based in cities and Carriers. Movement does not end when entering rough terrain. Upgrades to the Great War Bomber.

So basically, this unit is an aircraft unit in the Ancient Era. I don't know if this is balanced or not, but the idea seemed interesting.
