An idea to fix AI: dramatically changing civ abilities/rules but only for AI

As everyone knows the reason AI is so difficult to get right is because unlike almost every other video game, the player and the AI civs all operate by the same set of rules and abilities. Though harder AI levels mean greater food production etc we've all seen that that's not enough to fix AI.

In other Civ-like games like Jon Shafer's approach in At the Gates, or Colonization, or in Civ scenarios, it's more interesting because the AI you fight against is not an equivalent civ, but totally different civs that operate by totally different rules , usually they are more powerful (like Rome in At the Gates, or the European power in Colonization, or in Civ scenarios where AI-only players have unique and powerful advantages). Additionally, the AI-controlled civs may have very predictable personalities that have a great impact on the game (i.e., if you piss them off, they will automatically declare war) which makes things interesting.

What if they did the same thing to ordinary Civ games? So for instance, if you play as England, then you get the ordinary advantages. But if the AI plays as England, they get totally different advantages only an AI would have, such as building 3 ships at a time or something crazy and then tie concrete benefits and harms to you satisfying her agenda, like if you're on the same continent your land trade routes with her get certain benefits but if you aren't, then you're on automatic war against her unless your technology is better, etc. something like that.

It's potentially immersion breaking b/c all civs are supposed to start on the same footing, but you can change the story so taht you are a newly emergent former Barbarian civilization starting in Ancient Era when everyone else is at Classical and are already more powerful than you. You just have to climb.
