anarchy and happiness

i found a resource about this somewhere in this site but i've been trying to find it again for an hour now to no avail. i'm about to change gov'ts(despot to monarchy) and it takes me 6 turns. changing several of my population to entertainers does not help. do i have to wait a turn after moving citizens to entertainers before i try to change gov't? can anyone point me to that article about reducing anarchy time? help anyone?

You can't. When you play a religious civilization, you don't have anarchy.

When you play as a religious civ, your advisors tell you that you have anarchy, but you actually only have it for 1 turn.
