Ancestor worship not working?

I have just founded my pantheon choosing ancestor worship but my altars still don't give one point of culture. My capital has 4 citizen, but only 3 are follower. Is it for that reason?

So your shrine is not giving any culture? Ancestor worship is a pantheon belief so either that pantheon belief or the religion needs to be the majority in that city. As long as that is true you should be getting it to my knowledge.
