ok then why does the inca of six cities? they have A LOT of room to expand!
india has room to expand south, europe is a battle field because they are crammed together, it would the game more fun (playing as india) it have to fight the persians or chinese for room, civs should not be given extra cities simpily because they have too many civs around them, if you do that then you might as well give portugaul cities in brazil and england cities inside austrila/canada
