With the exception of 54% of world land area (I believe it's only around 6%), this sounds very familiar to me for some reason. If only I could put my finger on it.
 
One side effect of limited resources is it's hard to trade your luxs for others. The AI trade with themselves forever. In my last game in which I was locked out, I was the Byzantines on a standard Emperor map. I went to war with the Koreans with the main objective of taking their wine and breaking up a few of the AI deals to force them to trade with me. While I was at war I discovered Refining and found I was oil-free, but that the Koreans had three. Thus I went to war for wine and got a bunch of oil, instead of the situation to which rdomarat is referring, going to war for oil and getting a bunch of whine.
 
Once when playing original Civ3 (not C3C) I got a random map with NO luxuries. Thought it might just be my island, so I played for a while, and scouted. There were horses and iron, but there was not a single luxury in the entire world.

Don't know how it happened and thank goodness, it hasn't happened since.
