It certainly did. It took only 4 turns more for the world to hate me.

Yea, the warmonger penalty is bigger than I thoguht, I conquered Venice and got denounced by half the world, and when I went and tried to set myself up to be the good guy by liberating Amsterdam, when I attacked France to do it I got denounced by the other half.. .xD

On the original topic; this is a prime example of a city best to puppet. Production potential is weak; there doesn't appear to be a natural wonder either inside the cities cultural boundary or right outside it.
City doesn't appear to be in the best location, but clearly had enough luxuries to be worth keeping rather than razing. But if you weren't at war with Austria and had just captured it from a 3rd party AI who had earlier captured it, then I'd consider liberating it to Austria when the options first appears just for the diplomatic bonuses.

Either diplomatic married cities can't be liberated or there's a time limit on liberating cs that no longer allows one to keep and instead it allows one to raze them. This happened to me once when Austria had married a CS next to me and I captured it but I couldn't liberate.

Has nothing to do with time limits. When Austria diplo-marries a CS, it ceases to be a CS -- it has become an Austrian city, and can no longer be liberated to its former CS status. And, as you note, it can be razed, like any other Austrian city.

Same happens when a Great Merchant of Venice is used to acquire a CS.

This is why it is so much easier for these new civs, Austria and Venice, to acquire CSes than Mongolia.

I say annex, then after you build a courthouse and some happiness buildings it could be a nice city.

How many national cities, which polices, wich victory you want, world map ?

I very rarely annex cities, cause it hurts a lot happiness or gpt (5 for a courthouse). It needs wonders for me for annexing.
I puppet capital if I'm going to Dom. Sometimes other cities as military based. Often finally gift to AI for to be raze.
