The white pop up window that tells you the info of the cities's production

Is there a way to disable it?

Why would you need to disable that? Just move the mouse?

I do wonder if the OP is referring to the console version, not PC. Both the XBOX (View) & Switch (Capture) buttons on the left-hand side of the controller face toggles on/off the white info balloon tips.

You can increase the delay before it shows up, so it only show up if you don't move the mouse for too long. It's somewhere in options.
