See that forest tile next to the aluminum the builder is standing on? It's charming (thanks to Eiffel Tower) and I should be able to form the tippy-top of a park, saving me from occupying a bunch of tiles that can be put to better use. It and the underlying mountain tiles are all owned by Toowoomba. Seems to meet all the requirements, yet the naturalist says nay...

Is that rightmost mountain owned by Toowoomba?
 
Have you tried building a mine on the Aluminum tile? I think that may solve your problem and allows you to build a park on the Woods tile
 
My eyes fool me all too often, but it certainly seems like Perth is not the owner of those mountains...

My best guess was that it's a bug related to Eiffel Tower. The forest tile wouldn't be charming without it. However, I removed the mine so the area would be more appealing, and still no luck.

It's a puzzler.
 
It can't recommend two overlapping parks. Put a mine on the hill left of the top mountain and on the hill right next to the city to make them invalid. That should solve the problem.
Beter yet: plant forests there and make lumbermills to avoid appeal penalties.
