in Rise and Fall new cause belli was added. It becomes availible with early empire. But if your friend, during playing hotseat, for example, build a new town right in front of your capital, in diplomacy window u can ask him to stop settle near u BUT!! he has no choice in his answers. So maybe he will answer me in real life "oh, okay" but will build new city near u again (how it happend in my game ), u cant it cause belli and even more, u will not recieve a nationalism inspiration. Does someone knows how to solve this problem?
