Any mods where you can flip city states?

As title. Longtime Civ player, since Civ 2, but am most comfortable with Civ 6 at the moment until there's more DLC for 7.

Playing as Brazil and Valetta is occupying a bottleneck between two peninsulas and the main continent where I've had to box them in to get access to the mainland.

I'm playing on the Switch so mods aren't an option for this particular game, but I have the game on the PC as well, so can try out mods.

I put together my own sandbox mode where I'm effectively just building a coherent civ on my own without getting into outright hostilities (additionally for Brazil, my oath is not to chop rainforests for production and so far it's working out) and city states always have units that spawn around them, making it hard to really consider outright invasion. I'm asking more out of curiosity as I know you can't flip city states using culture bombs. I'm not a Civ pacifist, but I am someone whose biggest thrill from the game was pretty much cheating my way to victory just to watch things burn, so...any recommendations?
 
Outside of Canada (where it's impossible), anyone on any difficulty can take out a city state. It might be imposing with the early walls and large number of troops, but it's still doable.
 
Ah...I meant peacefully, like Eleanor's ability to culture bomb rival Civs' cities, rather than use military units. A bit like the Raffles great merchant ability later in the game. (Apologies -- my initial post was not clear.)

But that works nevertheless. I just need some units in the early mix then :).

On another technicality, any civ can flip city-states loyalty wise, you just need a ton of loyalty pressure from high population cities and a golden age (and maybe some Entertainment Complex/Water Park projects) to bypass city-state's natural +20 loyalty. There was one game I was going it to nearby city-states. But this is usually late game.

You might want to find a mod that messes with loyalty specifically. I know of mods that force max loyalty for capitals, there's likely one that gets rid of the city-state one.

As an update: I found one mod while looking for variant leaders that allows you to annex city states by accumulating envoy points. You need 15 in one state to effect a change, but that's definitely a big bonus
