Any way to get an allied city state to improve its land?

The last few games I've played, I've become allies with city states to get resources (uranium / aluminum / oil.) For tens of turns they won't hook up the resources or build a worker at all. In the current game I'm playing, an allied city state has had a pillaged horse resource for most of the game - hundreds of turns - without building a worker. I can't improve it myself and I can't seem to gift the CS a worker. Am I missing something?

Did you try gifting them a worker?

I'd wager that he has tried :P
 
Hrm. I have had this problem and noticed it a few times. I think it's a bug actually, the latest patch notes posted some days ago mentions:

•Economic AI: Tweaks to improve the number of workers built.
•Homeland AI: Make sure that flavor settings don't prevent workers from building improvements. This would cause some AI players to have large amounts of unimproved space in later parts of the game. (Added 4/18)
•Homeland AI: Fixed a problem that was causing workers to ignore pillaged non-resource and bonus resource tiles. (Added 4/18)
•Units: City States in games started in the industrial/modern era now correctly produce workers as needed. (Added 4/18)

You're probably right. The same problem is with AI civs. In one of my games on king Harun had only 1 city and had around 60 GPT besides the fact he had few farms, 2 gold mines and nothing else improved. And, he had 3 longswordsmen who cost something to maintance.
I was surprised when I realised that AIs cheat that hard on King:p
 
In my last game I sent in my own worker and repaired the pillaged plot, so no idea why you can't?

I can repair a pillaged plot. The problem I was having is the coal deposits sitting underneath the lumber mills that the CS won't mine.

How did you give the CS workers? I tried moving the worker into their territory but the worker didn't have a present symbol to gift them. Also if I clicked on 'gift a unit' it wouldn't let me click on the worker.

I stand corrected, just tried it, it says you can not give non-military units to CS...
 
You can gift civilian units to city states by moving the civilian to the city states territory, hitting more options, and hitting gift.

This was removed in a patch. Gifting scouts was considered overpowered, so they removed the option, and got rid of gifting workers while they were at it. Of course, I just finished a game where I was allied with about six CSs that I had liberated, none of which had workers or showed any inclination to build any.

You can repair pillaged tiles, and you can build (rail)roads within CS lands. You cannot build any other improvements, nor can you clean up fallout.

Also, has anyone seen a CS build an offshore oil platform? Once we get modern, any CS that has an offshore oil resource builds a work boat, but the work boat just circles the oil aimlessly for the remainder of the game.
