Anybody know how I can view the entire map in FreeCiv edit mode?

FreeCiv has an edit mode. But it doesn't remove the black tiles covering the unexplored areas of the map. I'm trying to figure out how to remove those black tiles. The documentation is...opaque. And Google isn't helping. Any help would be appreciated.
