Anyone else notice this in Civ Conquests?

I have played Civ III numerous times and when starting the game I have noticed that there were plenty of resources in Iron and Gun Powder to be found, now to find these resources is rare to say the least. Is there any map conditions that would make these resources more numerous? I could look over a entire continent and hardly find any of these resources available, and I have tried starting over many times. I think this might be a bug with Conquests.

It's not a bug, it's design.

EDIT: And there are new resources that lower the appearance of old resources.

Not to mention the new terrain type, Volcanos. This causes the lower apperance of resources as well.

You can get into the editor and add resources, or increase their apperance ratio, if you wanted.

And the addition of the next-to-useless Tobacco resource, which cuts into the number of other resources on the map.

(Tobacco and Sugar should be luxuries.)
